Presight and Scale AI Sign MoU to Build Agentic AI in Abu Dhabi
UAE-based Presight and US-based Scale AI signed a Memorandum of Understanding in Abu Dhabi to build agentic AI applications and enhance the reliability of critical systems.

UAE-based company Presight and US-based Scale AI signed a Memorandum of Understanding on the sidelines of the "AI Everything" event in Abu Dhabi, aimed at exploring a strategic collaboration to build agentic AI applications and improve the performance, reliability, and governance of AI in complex and critical environments.
The memorandum, signed by Presight's Chief Operating Officer Dr. Adel Al Sharji and Head of EMEA at Scale AI Jules de Boinville, covers the joint design and development of AI solutions targeting government and enterprise clients in the UAE and other agreed-upon markets. Successful outcomes are expected to turn into replicable offerings for government entities in the country and the region.
The plan includes integrating agent development with evaluation frameworks that monitor performance accuracy and reliability after agents are deployed in real work environments, in addition to exploring integrated solutions for agentic system resilience across the water, electricity, healthcare, and transportation sectors. Simulation will be used to model operational and emergency scenarios and test decision quality prior to field deployment.
De Boinville said that the next phase of AI adoption will be defined by systems' ability to perform reliably, adding that the standard of proof rises as AI takes on more sensitive tasks. For his part, Al Sharji stated that the true value of AI is not measured by what models can do alone, but by the outcomes they enable, noting Presight's focus on integrating intelligence into critical infrastructure. The signing comes at a time when Gulf countries are racing to build sovereign AI capabilities, and where governments require reliability and governance before expanding into sensitive applications.
What do these terms mean?
Agentic AI: A type of artificial intelligence system that does not merely answer questions, but plans sequential steps and executes them to accomplish a complete task autonomously.
Memorandum of Understanding: A preliminary, legally non-binding agreement between two parties that outlines the intention to cooperate and its general framework before signing final contracts.
Critical Infrastructure: The systems and facilities upon which people's daily lives depend, such as electricity, water, and transport networks, as well as hospitals.
