Ruler of Dubai Appoints Malek Al Malek and Bin Ghalaita at Head of Two Authorities in Emirate
The Ruler of Dubai issued two decrees appointing Malek Sultan Al Malek as Chairman of the Dubai Healthcare City Authority, and Marwan Bin Ghalaita as Chairman of the Dubai Humanitarian Authority.

The Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum, issued Decree No. 27 of 2026 appointing Malek Sultan Al Malek as Chairman of the Dubai Healthcare City Authority. He also issued Decree No. 26 of 2026 appointing Marwan Ahmad Bin Ghalaita as Chairman of the Dubai Humanitarian Authority, succeeding Mohammed Ibrahim Al Shaibani.
According to the Emirates News Agency (WAM), both decrees take effect from the date of their issuance and are to be published in the Official Gazette. Immediate enforcement means that both appointments are effective from the moment of issuance, without awaiting any subsequent procedure or additional approval.
The Dubai Healthcare City Authority oversees the free zone specialized in healthcare and regulates the operations of medical institutions within it, while the Dubai Humanitarian Authority regulates humanitarian, relief, and charitable activities in the emirate. The new appointments represent continuity in the governance structure of both authorities.
This step comes as part of a series of regulatory decisions issued periodically by the emirate that concern companies and institutions operating in the health and humanitarian sectors, as the chairman of an authority sets the direction for regulatory policies and licensing.
