The US Department of the Treasury's Office of Foreign Assets Control (OFAC) announced on August 7, 2026, the designation of two UAE exchange companies on sanctions lists for facilitating the access of Iran's "Rahbar" banking network to the international financial system.

This marks the first time Washington has designated UAE financial institutions at this level within the framework of Iran-related sanctions. The Office explained that the two companies provided currency exchange and fund placement services for the Rahbar network, which is described as the financial arm of the Iranian Supreme Leader's apparatus.

The designation results in the freezing of any assets of the two companies under US jurisdiction, and prohibits transactions by US citizens and institutions with them. Treasury officials warned other regional financial institutions against the risks of dealing with entities listed on OFAC's sanctions lists.

Analysts point out that this step represents an escalation in Washington's pressure on alternative financial centers used by Iran to bypass sanctions — placing the UAE under growing pressure to tighten oversight of the non-banking exchange sector, where tens of thousands of traders operate.

What do these terms mean?

OFAC: The US Office of Foreign Assets Control, responsible for enforcing economic sanctions. Listing any entity on its lists means freezing its assets and prohibiting any American from dealing with it.

Rahbar Network: An Iranian financial system linked to the Office of the Supreme Leader, operating through intermediaries in several countries to transfer funds and circumvent international sanctions.

Exchange Houses: Non-banking institutions specializing in currency exchange and money transfers, subject to lighter regulation than banks, making them sometimes vulnerable to use in illicit financial operations.
