China Widens Relending and Subsidises Consumer Loans, Not Broad Easing
The PBOC raised rural and SME relending quotas, subsidised consumer loan interest and narrowed its rate corridor to 50 basis points.

The People's Bank of China has rolled out a package of targeted measures rather than broad monetary easing, expanding relending quotas for rural and small business lending, subsidising interest on consumer loans, issuing financial support guidelines for "new industrialisation", and pushing technical reforms that include a narrower interest rate corridor and deeper offshore renminbi liquidity.
The central bank raised the relending quota for technology innovation and industrial upgrading by 400 billion yuan to 1.2 trillion yuan, added 500 billion yuan to its agricultural and small business facility, and cut the one-year relending rate to 1.25% from 1.5%, channelling roughly 900 billion yuan of additional funding toward private and technology firms.
On the demand side, the Ministry of Finance, the central bank and the National Financial Regulatory Administration extended the personal consumption loan subsidy of one percentage point, after widening it to cover all categories of spending and a longer list of lenders including local and foreign banks and consumer finance companies.
On the industrial front, these tools sit inside the joint guidelines on financial support for new industrialisation issued by seven agencies led by the central bank, the Ministry of Industry and Information Technology and the National Development and Reform Commission, which steer medium and long-term credit toward semiconductors, industrial equipment and foundational software.
On the technical side, the bank narrowed its interest rate corridor from 70 to 50 basis points by fixing the bounds 25 basis points above and below the seven-day reverse repo rate, created a repo facility allowing foreign central banks, international financial institutions and sovereign wealth funds to obtain renminbi liquidity against Chinese government bonds, and launched an offshore renminbi trading pilot in the Shanghai free trade zone through six major banks.
According to the bank's half-year work conference, total social financing grew 7.4% year on year in June and M2 money supply rose 8%, while panda bond issuance exceeded 160 billion yuan in the first half.
The composition of the package reveals Beijing's priority: steering credit into chosen sectors and improving policy transmission, rather than cutting rates broadly in a way that would squeeze bank margins and reinflate debt.
The real test of these tools is therefore the drawdown rate against the announced quotas, not the headline size of the quotas themselves.

Relending: Funding the central bank provides to commercial banks at a discounted rate on condition it is channelled into specific sectors such as agriculture, small business or technology.
Structural monetary policy tools: Instruments that direct cheap credit to particular sectors, as distinct from broad tools such as rate cuts or reserve requirement changes that affect the whole economy.
Interest rate corridor: The band within which a central bank allows interbank rates to move; the narrower the band, the tighter its grip on short-term funding costs.
Basis point: One hundredth of a percentage point, so 50 basis points equals 0.5%.
Interest subsidy: The government covering part of a loan's interest on the borrower's behalf, so the consumer pays less than the bank's posted rate.
Repo (repurchase agreement): Short-term borrowing in which the borrower pledges bonds as collateral and agrees to buy them back later at an agreed price.
Offshore renminbi (CNH): Yuan traded outside mainland China, which moves more freely than the onshore currency anchored to a daily reference rate.
Total social financing: A Chinese measure of all funding the real economy receives through loans, bonds and other instruments.
Panda bonds: Yuan-denominated bonds issued by foreign entities inside China's domestic market, seen as a gauge of how open that market is.
