Egyptian Housing Ministry Releases Terms Booklet for R3 and R5 Units in the New Administrative Capital on October 6

The Ministry of Housing, Utilities, and Urban Communities announced that the terms and conditions booklet for the supplementary offering of units in the Third (R3) and Fifth (R5) Residential Districts in the New Administrative Capital will be available starting October 6, 2026. Unit reservations will open on October 10 of the same month, as announced by the ministry, giving applicants four days to study the conditions before registration begins.

Applications are limited to employees relocating to the New Administrative Capital who paid the reservation deposit for the second offering and did not withdraw it. The date was announced by Deputy Minister Walid Abbas, according to "El Balad" portal, meaning the offering is targeted at a pre-defined group of applicants from the previous stage and does not allow other citizens to apply.

Allocation will be based on the priority of online reservation via the "Digital Egypt" platform, giving priority to those who initiate registration first. The terms booklet allows applicants to view prices, payment methods, and specifications before opening reservations, so that each applicant can determine their suitable unit and prepare to complete procedures early. Applicants can follow the details of the offering via the platform before reservations open.

The offering aims to provide residential units for employees relocating to the New Administrative Capital. It comes within successive phases offered by the ministry to meet housing demand in the new city and to encourage employees to actually move to their new workplace instead of daily commuting from Cairo. Making the booklet available before opening reservations reflects the ministry's keenness to give applicants time to study the conditions.
