Washington Sanctions 22 Tankers and 27 Companies in a Blow to Iran's Shadow Fleet
The U.S. Treasury and State Department imposed sanctions on 22 tankers, 27 companies, and six individuals connected to the Iranian oil trade.

The U.S. Department of the Treasury announced sanctions on 17 tankers and associated companies as part of an operation it named "Operation Economic Outcast," while the State Department imposed sanctions on five additional tankers, as well as entities and individuals linked to the Iranian oil trade.
This brings the combined total of the two actions to 22 tankers, 27 companies, and six individuals, making it one of the largest packages targeting Iran's shadow fleet. The U.S. Department of the Treasury stated that the action "effectively neutralizes the vast majority of Iran's remaining shadow fleet network."
The shadow fleet is a network of covertly owned or operated tankers that transport Iranian oil away from oversight by transferring cargoes from ship to ship, concealing vessel ownership, and turning off tracking devices. U.S. sanctions target this network because it serves as the conduit allowing Iranian crude to continue reaching markets despite restrictions.
This development directly concerns importers and exporters in the Arab region, as tightening restrictions on Iranian oil shipping alters supply calculations in the global market, impacting crude prices, freight rates, and insurance costs, expenses that ultimately reflect on energy bills in Gulf countries and importing markets.
What Do These Terms Mean?
Shadow Fleet: A network of covertly owned or operated vessels that transport oil away from scrutiny while concealing the identity of their true owners.
Ship-to-Ship Transfer: Reloading cargo from one tanker to another at sea to obscure the oil's origin and circumvent sanctions.
Automatic Tracking Devices: Devices that automatically transmit a vessel's coordinates, enabling online tracking. Turning them off or tampering with their data is a common tactic to conceal cargo routes.
U.S. Department of the Treasury: The department responsible for U.S. economic sanctions and their enforcement through the Office of Foreign Assets Control (OFAC).
