Saudi Startups Raise $259M in H1: A High-Velocity, Small-Check Market

Saudi startups raised $259 million across 80 deals in the first half, nearly matching the UAE's deal count at roughly a fifth of the dollar volume: a high-velocity, small-check market cooling off a record 2025.
Fintech led again with $176 million across 13 startups, confirming its position as the Kingdom's venture locomotive, backed by an active regulatory pipeline.
The sovereign complex remains the swing factor. Sanabil's participation in 1001's $30 million Series A, led by Lux Capital, marks the clearest articulation yet of the Kingdom's AI thesis: national-security-adjacent compute and models for critical infrastructure, not consumer apps.
Founded by Scale AI alumnus Bilal Abu-Ghazaleh, 1001 builds live operational models of critical infrastructure from airports to ports and energy, and closed the round just eight months after a $9 million seed, with General Catalyst returning and angels from Ramp, Replit and Cognition.
At the base of the funnel, the eleventh cohort of the 500 Global and Sanabil accelerator, focused on AI, fintech, fraud and insurtech, keeps the top of the pipeline full of new companies.
The open question for the second half: do PIF-adjacent vehicles step up their check sizes after the summer lull? The answer will decide whether Saudi is a market of speed or a market of depth.
