China and Europe Agree on 16 Points and a Green Channel for Rare Earths

Beijing concluded the second meeting of the China-EU Trade and Investment Consultation Mechanism on October 8 and 9, co-chaired by Chinese Commerce Minister Wang Wentao and EU Trade Commissioner Maroš Šefčovič, according to Wen Wei Po newspaper.

The meeting resulted in 16 consensus outcomes covering trade balance, investment, export controls, intellectual property, and WTO reform.

China pledged to maintain a "green channel" facilitating export licenses for rare earths and permanent magnets to the EU, while the EU works with its member states to address priority licensing cases for dual-use items to China.

Both sides agreed on prior notice before any additions to control lists, with a third meeting scheduled for March 2027 and a ministerial video conference in January.

What Do These Terms Mean?
