Saudi Arabia Launches Public Consultation on Uber's €13 Billion Deal

The General Authority for Competition in Saudi Arabia has opened public consultation on the acquisition of Germany's Delivery Hero by US-based Uber Technologies, in a move that comes as part of the authority's review of the deal's impact on the local market. The authority explained that the consultation allows the public and companies to submit their feedback via an electronic form on its website, with participation remaining open until October 20.

The deal covers Hungerstation, operating in Saudi Arabia, which is fully owned by Delivery Hero, giving the Saudi review a direct local dimension. Uber had announced an offer in July 2026 to acquire Delivery Hero shares at €41.50 per share, valuing the company at around €13 billion.

Uber stated that completing the transaction is contingent upon receiving the necessary regulatory approvals, adding that it expects to close the deal in the second half of 2027. The Saudi authority's review comes at a time when the deal is undergoing scrutiny by competition authorities across several markets, as it impacts the delivery sector, which sees fierce competition among regional platforms.

The public consultation offers investors, companies, and consumers an opportunity to influence the authority's decision before it issues its final position, as the authority examines whether the transaction would reduce competition or raise prices in the Saudi market. If the authority approves the deal, it may attach conditions aimed at safeguarding competition in the delivery sector.
