China Imposes Export Controls on Tunnel Boring Machines Effective November 18

China's Ministry of Commerce, together with relevant departments, announced on October 19, 2026, the imposition of export controls on tunnel boring machines and related equipment, effective November 18, 2026, according to Chongqing Daily.

A ministry spokesperson stated that the covered goods have distinct civilian and military characteristics, and that China is implementing controls in accordance with the law to safeguard national security and fulfill its non-proliferation obligations. He added that applications meeting the required conditions will be approved by competent authorities.

In the same announcement, China adjusted export controls on dredgers (marine excavators), with these amendments also taking effect on November 18. In a separate announcement issued the same day, the Ministry of Commerce, together with the General Administration of Customs and the Equipment Development Department of the Central Military Commission, adjusted drone export controls, stating that it will approve compliant license applications and supports civilian trade in Chinese drones.

The spokesperson explained that periodically adjusting export controls is common international practice, and that the rapid development of the drone industry has turned previously advanced products into consumer-level goods, prompting a review of regulations after evaluating industry feedback.

What do these terms mean?

Tunnel Boring Machines: Massive equipment used to excavate underground tunnels for roads, subways, and water projects, also known as "tunnel shields."

Dual-Use Goods: Products that can be used for both civilian and military purposes and are subject to export controls for this reason.

Export License: A government approval allowing a company to ship a controlled item to another country.
