Saudi Non-Oil Exports Rise 17% and Investment Licenses Surge 252%
Saudi non-oil exports recorded a 17% increase, and foreign investment licenses surged by 252%, in a strong indication of the success of the economic diversification journey.

Saudi non-oil exports rose by 17% during the recent period, while granted foreign investment licenses jumped by a staggering 252%, in figures revealing a tangible acceleration in the economic transformation journey led by the Kingdom's Vision 2030.
A report issued by the Saudi Ministry of Investment revealed that the petrochemicals, mining, and industrial products sectors topped the list of exported non-oil goods, while foreign investment interest was concentrated in technology, renewable energy, tourism, and entertainment sectors.
Investment authority officials noted that streamlining regulatory procedures, developing special economic zones, and offering competitive tax incentives played a primary role in attracting this large volume of incoming investment applications from Asia, Europe, and North America.
These indicators represent a qualitative shift in the structure of the Saudi economy, which historically relied on oil as an almost sole source of income, as non-oil exports now contribute a growing share to the Gross Domestic Product (GDP). The 252% increase in investment licenses is among the highest rates recorded in emerging markets during 2025.
What do these terms mean?
Non-Oil Exports: Everything that Saudi Arabia exports abroad in terms of goods and services unrelated to crude oil, such as chemical, food, and mineral products, as well as tourism services, which form a fundamental pillar of Vision 2030.
Foreign Investment Licenses: Official permits granted by the government to foreign companies seeking to establish business operations in the Kingdom, and the rise in their number directly indicates increased confidence among international investors.
Economic Diversification: A strategy through which oil-dependent nations seek to build multiple sources of income away from oil to ensure economic sustainability even when oil prices drop or reserves diminish.
