Connecticut Begins Implementing AI Transparency and Provenance Provisions

Most provisions of US Connecticut State Act No. 26-15 entered into force on October 1, 2026, including obligations regarding provenance identification for AI-generated content and layoff notification duties. These details were reported in a legal analysis published by the platform "Consilium Law".
Under the law, providers of large generative AI systems bear provenance responsibilities, namely disclosing whether text or images are automatically generated. These obligations are followed by subsequent phases, with chatbot safeguards taking effect on January 1, 2027, and developer and operator notifications in employment starting October 1, 2027.
Expected federal preemption did not materialize, as a proposal to freeze state AI rules for ten years was removed by a 99-1 Senate vote, and the 2026 Defense Act was passed without it. Executive Order No. 14365 directs the Department of Justice to challenge state laws, but does not grant it authority to invalidate them.
Similar legislation is taking effect in other states, with Colorado's substitute law and California's rules on automated decisions taking effect on January 1, 2027. The convergence of these dates means companies operating in the US market face a phased compliance schedule, a trend monitored by AI developers in the Arab region when offering services to regulated markets.
