OpenAI has proposed an international framework to regulate AI systems capable of recursively developing themselves, known as "recursive self-improvement," noting, according to reports, that the full deployment of such systems requires strict safeguards before proceeding.

The company explained that self-expanding AI systems represent a paradigm shift in the technological landscape, as they possess the ability to improve their performance and expand their capabilities without direct human intervention, making coordinated international oversight a strategic necessity, not an option.

The proposal comes amid growing global calls for comprehensive AI governance, driven by the accelerating pace of technological advancement among major companies in the United States, China, and the United Kingdom, as well as rising concerns over an unchecked tech arms race.

Through this proposal, OpenAI seeks to build international alliances bringing together governments, research organizations, and technology companies to establish clear red lines, including transparency requirements, independent auditing, and safety prerequisites before deploying these systems on a large scale.
