US Treasury Proposes Cutting Off Misr Emirates Bank from Dollar Correspondent Banking

The Financial Crimes Enforcement Network (FinCEN) of the US Department of the Treasury has issued a proposal to prohibit US banks from opening correspondent accounts for Misr Emirates Bank, pursuant to Special Measure 5 of Section 311 of the USA PATRIOT Act, according to reports.
The proposal aims to deprive Misr Emirates Bank of access to the US correspondent banking network, as the bureau accuses it of facilitating money laundering operations and suspicious transfers exceeding hundreds of millions of dollars, according to available reports.
This step is considered one of the strongest regulatory measures available to the Treasury Department against foreign financial institutions, as it effectively isolates them from the dollar-based financial system and casts a heavy shadow over their international banking relationships.
Reports indicated that FinCEN opened a public comment period on the proposal, meaning the measure is not yet final, although the mere announcement is enough to cause severe reputational damage and reduce the volume of the bank's correspondent banking relationships.
What do these terms mean?
Correspondent Banking: A system in which banks conduct international transactions through intermediary banks connected to the dollar network; cutting off this access effectively means paralyzing the bank from international financial transactions.
Special Measure 5 of Section 311: A legal authority granting the US Treasury Department the right to prohibit US banks from dealing with a foreign institution suspected of involvement in money laundering or terrorist financing.
