Three US bills related to semiconductor export controls remain without a vote in the Senate—namely the "AI Oversight Act", "CHIPS Security Act", and "MATCH Act"—despite enjoying broad bipartisan support from Republicans and Democrats.
Senator Elizabeth Warren said on September 30 that Republican leadership is blocking these bills from being brought to a vote at the request of the White House, despite broad bipartisan support, adding that the president is not interested in effective export controls.
In response, a Republican Senate aide said that Democrats were the ones who stalled the National Defense Authorization Act for Fiscal Year 2027, to which the three bills were to be attached, for reasons related to concerns about war with Iran. The White House declined to comment on the matter, leaving the debate over responsibility for stalling these bills open between both parties with no clear timeline for a vote.
These bills define Washington's ability to influence the path of advanced chips and AI-related technologies between manufacturers and buyers worldwide, as export controls allow US authorities to prevent the sale of specific technologies to particular countries or companies.
