Finnish synthetic aperture radar specialist ICEYE is partnering with Nokia to build secure internet networks targeted at government clients, in a move that transitions it from space observation into satellite communications for the first time. The collaboration reflects European companies' efforts to diversify revenue streams by entering high-value telecom markets.
These networks are designed to grant nations ownership and control of satellites, ground segments, and terminal devices, rather than leasing capacity from third-party operators, according to a report by SpaceNews on October 1. This model reduces government reliance on foreign operators for security-sensitive communication infrastructure.
The two parties have set an initial satellite deployment target for 2028, a long timeline that gives the project a strategic character rather than an immediate commercial one, reflecting the scale of investment required to build a complete communications ecosystem. This target indicates that the project remains in the planning and design phase prior to actual deployment.
Demand for sovereign communications networks is growing as governments seek to secure their infrastructure away from third-party dependency. This trend opens opportunities for European space companies to work with major telecom equipment providers, making collaboration between the satellite and networking sectors increasingly common.
