The U.S. Department of the Treasury designated 17 tankers and associated companies as part of what it called "Operation Economic Outcast," while the Department of State designated an additional 5 tankers, 10 entities, and 6 individuals linked to the Iranian oil and petrochemical trade, bringing the total number of targeted vessels to 22.

Among the targeted vessels is the Cameroon-flagged tanker "Shenzhen," which the Treasury said has transported over 3.5 million barrels of Iranian crude since November 2025, and the Vanuatu-flagged tanker "Tina 5," suspected of carrying more than 1.5 million barrels in August alone, in addition to "Starway" and "King Chain," which transport Iranian naphtha and methanol to China.

The flags spanned over ten jurisdictions, with registered owners in the Marshall Islands, Hong Kong, China, and the British Virgin Islands. Treasury Secretary Scott Bessent stated that the department is "starving the tyrannical regime in Tehran of funds used to wage war in the region."

"Operation Economic Outcast" was launched on August 24 as part of the Trump administration's economic isolation efforts. Maritime tracking firm TankerTrackers said 173 tankers linked to Iran remain outside U.S. sanctions, and the Treasury acknowledged that the fleet is constantly evolving as vessels enter and leave, meaning pursuit requires continuous updating.

Shadow Fleet: Vessels transporting sanctioned oil using changing documentation and ownership to evade banking and insurance tracking that identifies restricted shipments.

Secondary Sanctions: Measures that can target non-U.S. parties dealing with listed entities, including foreign banks conducting significant transactions with these parties.

Petrochemicals: Chemicals manufactured from petroleum or natural gas, used in plastics, fertilizers, and industrial products.
