Egypt Proposes Establishing an Arab Ministerial Council for Artificial Intelligence to Unify Regional Policies
Egypt has proposed the establishment of an Arab Council of Ministers for Artificial Intelligence and Emerging Technologies to unify policies and enhance the Arab presence on the global technology map.

During the first Arab Artificial Intelligence Forum, organized by the Arab Academy for Science, Technology and Maritime Transport in cooperation with the League of Arab States, Egypt proposed the establishment of an Arab Council of Ministers for Artificial Intelligence and Emerging Technologies. Egyptian Minister of Communications and Information Technology Amr Talaat announced that Arab cooperation in the field of artificial intelligence is an "urgent necessity" requiring an institutional framework for regional coordination.
The proposed council aims to unify artificial intelligence policies across Arab countries and enhance the Arab presence on the global technology map, as estimates indicate that emerging technologies will reshape the region's labor market in the coming years. Talaat emphasized that a unified institutional framework will enable Arab nations to negotiate with a single voice in international forums concerned with artificial intelligence governance.
The Egyptian initiative comes in the context of growing Arab interest in artificial intelligence; in 2025, the League of Arab States adopted a unified Arab strategy for artificial intelligence and an ethics charter. Egypt also recently launched a remote litigation platform for criminal courts, in addition to an Egyptian-made tumor detection system operating with 90% accuracy, making it one of the region's most prominent technological innovation hubs.
Observers believe that the success of the proposed council depends on the ability of Arab countries to overcome differing developmental priorities and varying levels of digital infrastructure. While Gulf countries are pumping massive investments into artificial intelligence infrastructure, other Arab countries face challenges in providing internet connectivity and specialized talent. Attention is now turning toward the AI Everything Summit for the Middle East and Africa, which Egypt is preparing to host early next year.
