Qatar Establishes National Center for Artificial Intelligence by Amiri Decree

The Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, ratified Cabinet Decision No. 34 of 2026, which reorganizes administrative units at the Ministry of Communications and Information Technology and clarifies their functions, according to the "Gulf Times" newspaper.

The decision establishes the National Center for Artificial Intelligence and the Digital Capacity Development and Training Department. The center comprises three departments and reports directly to the Minister of Communications and Information Technology, Mohammed bin Ali Al Mannai, according to the newspaper quoting the minister.

The center will play a pivotal role in coordinating artificial intelligence efforts at the national level, and developing regulatory frameworks, policies, and national capabilities. Meanwhile, the Digital Capacity Development and Training Department will design training programs, enhance technical and digital skills, develop digital competency assessment tools, and forge partnerships with academic and technology institutions.

The minister stated that the reorganization comes in response to rapid transformations in the communications and information technology sector, particularly artificial intelligence, to enhance the ministry's readiness and support the development of regulatory frameworks and policies. The Official Gazette published the decision on October 19, 2026.
