China Imposes Immediate Pre-Export Registration for 23 AI Technologies
China has added 23 artificial intelligence technologies to its export control list and immediately activated pre-export registration for the listed technologies and ongoing transactions.

China has added 23 AI-related technologies to its export control list, with the Ministries of Commerce and Science issuing Announcement No. 48, which immediately activated pre-export registration.
The scope includes large language models, AI agents, computing clusters, and information processing, as reported by Geopolitics.
The measure comes as part of consultations covering 40 technologies spanning artificial intelligence, biomedicine, and solar cells, with additions to the list remaining open for public comment.
Pre-export registration applies to shipments that have commenced but are not yet completed, meaning ongoing transactions are immediately subject to the new procedure.
What Do These Terms Mean?
Export Control: Rules established by a state to restrict the export of specific goods or technologies, requiring a license or registration before leaving the country.
Pre-export Registration: A mandatory step in which a company notifies official authorities prior to shipping technology so that it undergoes prior review.
AI Agents: Artificial intelligence programs that perform multi-step tasks independently rather than merely answering a single question.
Computing Clusters: Large groups of connected processors working together to train and operate artificial intelligence models.
