China Proposes Adding 40 Technologies to Export Control List

China's Ministries of Commerce and Science and Technology have opened a public consultation on a revised version of the export control list, which includes adding 40 new technologies, according to CCTV Plus.

The proposed technologies to be added comprise 23 in artificial intelligence, 12 in photovoltaics, and 5 in biomedicine.

A pre-export registration requirement will apply in parallel, meaning manufacturers and exporters will need approval procedures before shipping the covered products.

The consultation runs from October 16 to November 15, 2026, and its outcome will establish a framework defining which sensitive technologies can be exported and which are subject to controls.

What Do These Terms Mean?

Export Controls: Rules imposed by the state on the sale or transfer of certain technologies and products abroad for security or economic reasons.

Photovoltaics: Panels that convert sunlight directly into electricity, forming the basis of solar energy projects.

Pre-export Registration: A procedure requiring a company to notify official authorities and register the shipment before sending it overseas.
