Trump Suspends Graham Act Sanctions on Buyers of Russian Energy

U.S. President Donald Trump signed an executive order on October 16 imposing sanctions, restrictions, and tariffs under the "Lindsey O. Graham Russia and Iran Sanctions Act of 2026," and then immediately suspended them, according to Ukrinform.

The law would have imposed tariffs of up to 100% on goods from the top five buyers of Russian energy, and 500% on Russian energy imports.

The deadline for implementation was set for around October 18.

The suspension was attributed to U.S. national interest and can be reversed, according to the same source.

What do these terms mean?

Executive Order: A decision issued by the head of state to implement or suspend legal provisions without requiring a new vote by parliament.

Sanctions: Economic or financial measures imposed by one country on another or on specific entities to pressure them into changing their behavior.
