Egypt launches dedicated framework for nuclear plant procurement

Egypt's Minister of Electricity and Renewable Energy Dr Mahmoud Esmat issued a decision establishing a dedicated framework for the procurement and construction of nuclear power plants, effective 2 November 2026 upon publication in the Official Gazette.

The framework sets a special contracting and procurement regime for the executive body supervising nuclear power plant construction projects, instead of applying general procurement rules to these projects.

The decision stipulates that matters not explicitly provided for in the new framework remain subject to General Procurement Law No. 182 of 2018 and Decision No. 692 of 2019.

Purchases that began, were tendered or were contracted before the framework took effect continue under General Procurement Law No. 182 of 2018 until completed.

What do these terms mean?

Public procurement: The rules governing government purchase of goods, services and works, ensuring competition and transparency in public spending.

Executive body supervising nuclear power plant construction projects: The government body responsible for following up on and contracting nuclear power plant construction projects.

Official Gazette: The publication in which laws and government decisions are published, and they do not take effect until published there under applicable rules.
