Europe Postpones Deadlines for High-Risk AI Systems to 2027 and 2028
The European Union approved the 'Omnibus' package, postponing deadlines for high-risk systems to December 2027 and August 2028, alongside a ban on non-consensual AI-generated sexual content.

The European Union has officially approved a package of amendments known as the 'Omnibus' to the Artificial Intelligence Act, postponing the deadlines for the obligations of high-risk systems, according to BSI.
Under the amendments, the deadline for Annex III systems—the broader category of high-risk systems—is postponed to December 2, 2027, while the deadline for systems embedded in Annex I is postponed to August 2, 2028.
The package adds a new ban on the AI generation of non-consensual explicit material and child sexual exploitation material, expanding the list of prohibited practices subject to fines.
Simplification measures designed for small and medium-sized enterprises (SMEs) have been expanded to cover small mid-cap enterprises. BSI describes these amendments as a timeline reset rather than deregulation, as core obligations remain in effect.
What do these terms mean?
High-risk systems: AI applications that are likely to cause significant harm to health, safety, or rights if they fail, such as employment, credit, and critical infrastructure systems.
Annex III: A list in the law that categorizes high-risk systems according to their field of use.
Prohibited practices: Uses of AI that are strictly forbidden by law due to their severity, incurring the harshest penalties.
Omnibus: A legislative package combining amendments to multiple laws into a single text to expedite approval.
