Meta Postpones New Commercial Terms to November 20 Following Publishers' Complaints

Meta has postponed the effective date of its revised commercial terms from October 30 to November 20 following complaints from publishers and advertisers to competition authorities in the European Union and the UK.

The European Publishers Council demanded the suspension of the terms, while the News Media Alliance described the terms as a clear abuse of the company's market power, giving Meta until October 26 to respond.

No regulatory authority has opened a case so far, according to the report. The complaints pertain to content crawling rights for training artificial intelligence tools.

The report noted that exposure under Article 102 could reach up to 10% of global turnover, amounting to approximately $20.10 billion based on 2025 revenues of $200.97 billion.

What do these terms mean?

Commercial Terms: Rules set by a major platform to govern its relationship with publishers and advertisers who use its services.

Article 102: A provision in European competition law that prohibits a dominant company from abusing its position in a way that harms the market.

Content Crawling: Automated collection of website pages for use in search indexing or training artificial intelligence models.

Competition Authorities: Government bodies that monitor markets and investigate practices that restrict competition.
