Oman Discusses Executive Regulations of Securities Law with Companies and Issuers

The Financial Services Authority in the Sultanate of Oman organized a symposium on the Executive Regulations of the Securities Law issued under Decision No. 11/2026, with the participation of securities companies, capital market institutions, and issuers.

The regulations cover investment banking frameworks, asset management, exchange-traded funds (ETFs), venture capital, private funds, and green funds, in addition to the prohibition of insider trading.

Four working papers addressed the topics of licensing, collective investment schemes, oversight, and disclosure.

The symposium was part of the communication plan associated with the issuance of the Executive Regulations of the Securities Law pursuant to Decision No. 11/2026, aiming to introduce its key provisions and regulatory requirements and to unify institutions' understanding of them. The proceedings were opened by Ahmed bin Ali Al-Mamari, Executive Vice President of the Authority, who emphasized that the regulations represent a new phase in the development of the Omani capital market and are built on five main pillars.

What do these terms mean?

Executive Regulations: Detailing the practical rules for implementing a law and specifying its procedures.

Exchange-Traded Funds (ETFs): Funds traded on the stock exchange like equities that track a specific index or asset.

Venture Capital: Funding injected into high-risk startups or small businesses in exchange for a share of their potential profits.

Insider Trading: Buying or selling securities based on non-public information that enables gaining an illegal profit.
