Qatar Sets New Regulations for Admission of Lawyers and Non-Qatari Lawyers

The Ministry of Justice in Qatar has issued three decisions regulating the admission of lawyers and the practice of the profession, including holding quarterly admission exams with a 50% pass rate, one retake, and a six-month waiting period after failing a second attempt.

The decisions require non-Qatari lawyers to hold a law degree, have seven years of registered practice, be registered with the Court of Appeal, possess a good reputation, complete interviews and exams, and take an oath, alongside a cap on their number per firm and a dedicated register for them.

The decisions also mandate that law firm websites match the firm's name, be restricted to professional practice content, and comply with cybersecurity rules.

The decisions will come into effect 30 days after their publication in the Official Gazette, aiming to raise professional standards and improve the quality of legal services.

What do these terms mean?

Admission of Lawyers: Registration procedures that anyone wishing to practice law before the courts must pass.

Court of Appeal: A higher court that hears appeals against rulings from courts of first instance.

Cybersecurity: Measures that protect websites and data from hacking, leaks, and unauthorized access.
