Egypt Targets 1 Million Housing Units Worth EGP 1 Trillion over 4 Years
Madbouly announced a national housing program targeting one million new units over four years with investments estimated at EGP 1 trillion in partnership with the Tahya Misr Fund.

Egyptian Prime Minister Dr. Mostafa Madbouly announced, during the closing ceremony of the Egypt 2026 Forum in the presence of President Abdel Fattah El-Sisi, a national program aiming to expand housing and urban development projects to provide one million new housing units over four years, with an estimated investment of EGP 1 trillion.
Madbouly stated that the program comes in partnership with the "Tahya Misr" Fund and includes units under old rent, rent-to-own schemes, social housing, and social housing in partnership with real estate developers, in addition to housing for factory workers, middle-income housing, and upper-middle-income housing, catering to the housing needs of various segments of society.
The recommendations of the Egypt 2026 Forum turned into presidential directives, according to "Youm7" newspaper. The Prime Minister highlighted the importance of swiftly issuing a law to regulate the Egyptian real estate market, contributing to regulating contractual relationships between citizens and real estate developers, protecting the rights of various parties, and enhancing market discipline.
The program represents a major step in Egyptian housing policy because it is not limited to a single model of ownership or leasing; rather, it combines rent-to-own units, social housing, and partnerships with developers. The announcement connects the expansion of housing supply with a new legal framework for the real estate market, making it a subject of close observation for developers and buyers alike.
What Do These Terms Mean?
Rent-to-Own: A scheme in which the tenant pays periodic installments that ultimately lead to ownership of the unit, instead of paying permanent rent.
Social Housing: Subsidized housing units provided by the state for low-income individuals at prices or installments below market rates.
Tahya Misr Fund: An Egyptian government fund participating in financing development and social projects, including housing programs.
