Dubai Enters a Selective Phase as Off-Plan Property Owners Consider Selling
A JRE report highlights a shift in Dubai's market toward selectivity, as off-plan property owners balance selling before handover against waiting, while developers expand outside the emirate.

A report by JRE highlights a shift in Dubai's real estate market toward a more selective phase, described by brokerage firm Exclusive Links as a "more selective phase" where buyers focus on value, location, developer quality, and realistic yields rather than chasing availability or expected upside.
Those who bought off-plan properties during the 2022-2024 boom face a pressing question: should they resell before handover or wait? The National points out that the decision depends on transfer fees, developer approval, the remaining payment schedule, and the risk of handover delays, alongside the potential for value depreciation in oversupplied segments.
In a sign of a structural shift, AGBI reported that UAE developers are expanding outside Dubai as the local market slows, reflecting margin pressure and increased competition for prime land. It noted that Deyaar's hospitality sector was impacted by regional conflict while its real estate development arm continued its progress, highlighting differing risk distribution within the company itself.
In Ras Al Khaimah, the anticipated opening of the Wynn resort is driving a buying wave on Al Marjan Island, with Gulf Business quoting the head of Al Hamra calling on buyers and developers to focus on long-term value rather than speculative momentum. Furthermore, The Federal noted that high-net-worth Indian investors are pairing a Dubai apartment with a villa in Greece or Portugal, making Dubai part of a global real estate strategy.
